Committee Meeting
of P.E.N. International
September 19, Ohrid, R Macedonia
Delegates from nineteen P.E.N. Centres attended the Meeting
of the TaLRC held at the Ohrid Conference 2002. Mr. Carles Torner, the Chair
of the Committee at that time, conducted and presided over the meeting.
Agenda:
1. A Report on the Committee's work between the two Assemblies
2. Adoption of the Committee's Constitution
3. Adoption of the Committee's Standing Orders
4. Making a decision for transfer of the Hosting Centre from Barcelona, Spain
to Skopje, Republic of Macedonia
5. Election of a new President and a Vice-President of the Committee
6. Program Principles and Program Projects for the following three-year term
of office
7. Resolutions proposed to the Assembly at the 68th Congress of the International
P.E.N.
At the Session of the General Assembly of the Translation and Linguistic Rights
Committee of the International P.E.N. in Ohrid the texts for the Constitution
and the Standing orders regulating the Committee's work, in three language versions,
English, French, and Spanish, as official languages of the International P.E.N.,
were looked upon. Several notices were given about the function of the Committee,
propositions for defining the rules of procedure about the site of the Committee,
and suggestions about Committee's work in the following three years.
A resolution was passed to replenish and authorize the Member list of the Committee
instantly after the change of the Hosting Centre the Committee's offices.
A decision was unanimously reached to transfer the Host Center and the Translation
and Linguistic Rights Committee's Offices from Barcelona and the foregoing Host
Center Catalan P.E.N. to Skopje and the Macedonian P.E.N. Center as a Host of
the Committee and its Offices.
A decision was reached a new President and a new Vice-President of the Committee
to be elected. Prof. Kata Kulavkova, an honorary vice-president of the Macedonian
P.E.N. Centre, was elected as a new President. Carles Torner, a writer from
Barcelona and the foregoing President, was elected as a Vice-President. He is
also going to be the Chair of the sub-committee for the Universal Declaration
of Linguistic Rights in Barcelona.
A decision was reached the new Board to prepare the Committee's Program of Activities
for the following three-year term of office.
A decision was reached that the changes and the amendments of the draft Constitution
will be included, based on the discussion, by the President and the Vice-President.
The proposed Resolution of the Tatar P.E.N. was adopted.
All the decisions were sent to the Assembly of the International P.E.N., which
unanimously confirmed them at its Plenary Session held on 20th September 2002
in Ohrid, during the 68th World Congress of the International P.E.N. At the
Assembly's Session, Carles Torner, the foregoing President and member of the
Board of the International P.E.N., presented his report and, after the election,
gave a speech on behalf of the Committee and the new President, Kata Kulavkova.
